From your response it appears that the server has been running for a while. If so, it's even more likely it's run out of kernel memory. The Install License option won't be available if Firestreamer Snap-In is unable to communicate with the driver.
The error indicates that your system is out of memory. Have you checked the memory status in Task Manager? What does it show? Have you rebooted your server recently?

You can try and create a diagnostic log file, though as I pointed out earlier, it is going to be a pointless exercise. We won't be able to resolve compatibility issues without the backup software vendors' participation.

The other issue may be that the backup software does not issue periodic TEST UNIT READY or similar commands to check the drive status, while Firestreamer relies on those commands to report its state. Most backup software has a hard-coded list of tape libraries/drives. The result is that to support a new library/drive the backup software vendor needs to release a new version of their product.
